Ronald C. Liscombe is a public finance attorney whose practice focuses on state and municipal finance, economic development, housing finance, school finance, election law, and state and local government law. He represents municipalities, public authorities, state agencies, school districts, and underwriters in a broad range of tax-exempt and taxable financing transactions throughout Michigan. Mr. Liscombe serves as bond counsel, disclosure counsel, underwriter’s counsel, and special counsel in connection with general obligation and revenue bond financings, capital improvement projects, infrastructure financings, housing programs, tax increment financing transactions, and economic development initiatives. He regularly advises clients on transaction structure, securities disclosure obligations, federal tax requirements, and postissuance compliance matters. A significant portion of Mr. Liscombe’s practice involves assisting governmental entities with complex financial and operational challenges, including financings for distressed municipalities, refinancing transactions, and innovative public-sector financing initiatives. He has extensive experience working with local governments, the State of Michigan, and state financing authorities on projects that support long-term community investment and economic growth. Mr. Liscombe also serves as economic development counsel to municipalities and development authorities throughout Michigan. He advises on tax increment financing, brownfield redevelopment, public-private partnerships, development incentives, and redevelopment projects designed to encourage investment, job creation, and community revitalization. In addition, Mr. Liscombe serves as a city attorney for the City of Wayland, Michigan, where he advises elected officials, boards, commissions, and municipal staff on a broad range of governance, regulatory, and operational matters. Mr. Liscombe has particular expertise in Michigan’s Freedom of Information Act and Open Meetings Act and in counseling public bodies on transparency, public records, open government compliance, and governance issues. He also advises governmental entities, public officials, and organizations on election law and campaign finance matters, including ballot proposal issues, campaign finance compliance, and legal restrictions on the use of public resources in election-related activities.
