Thomas P. Healy is an experienced attorney with the firm's Regulatory department. He specializes in federal motor vehicle safety law. Mr. Healy advises clients on a wide range of National Highway Traffic Safety Administration (NHTSA) issues, including safety-related and noncompliance recalls, investigations and enforcement proceedings, compliance with federal motor vehicle safety standards, requests to withhold documents under the Freedom of Information Act, and other compliance issues under the National Traffic and Motor Vehicle Safety Act. He has worked with numerous automobile manufacturers and related enterprises, including original equipment manufacturers as well as Tier 1, 2, and 3 suppliers and technology developers. Prior to joining the firm, Mr. Healy was an attorney with NHTSA for more than 13 years. In this role, he advised on investigations to identify safety defects and violations of agency statutes and regulations and counseled senior agency officials on enforcement actions involving civil penalties.
