Courtney F. Kissel practices in the areas of public finance and government policy, including administrative law, state constitutional law, election law, insurance law, Indian law, and public utility law. She has represented universities relating to constitutional issues, represented a variety of clients analyzing issues under the Open Meetings Act and the Freedom of Information Act, as well as advised Wisconsin's governor in 2014 regarding the Menominee Tribe's request to acquire land in trust for a casino to be operated pursuant to the Indian Gaming Regulatory Act. Ms. Kissel has also served as bond counsel and underwriter's counsel to numerous state and local issuers. She coauthored both "Tribal Business Structures: A Guidebook on Different Structures for Tribal Business Entities" (2011) and "Incentives for Joint Ventures Between Michigan's Tribes and Non-Indian Businesses" (2011). Ms. Kissel is a member of the State Bar of Michigan, the State Bar of Wisconsin, the Ingham County Bar Association, the Federal Bar Association, the Women Lawyers Association of Michigan, the Detroit Economic Club (young leader member), and Advancing Women in Energy. She was the recipient of the 2015 Distinguished Brief Award from Western Michigan University Thomas M. Cooley Law Review.
