Hon. Milton L. Mack, Jr., is state court administrator emeritus, having served as state court administrator from 2015 to 2020. He previously served as a judge for the Wayne County Probate Court from 1990 to 2015 and as chief judge from 1998 to 2015. He served as cochair of the National Initiative Advisory Committee, State Justice Institute: "Improving the Justice System Response to Mental Illness" (2019-2020), which transitioned to the National Judicial Task Force to Examine State Courts' Response to Mental Illness, where he now serves in the Civil, Probate, and Families Work Group and as chair of the Civil Intervention and Processes Work Group. Judge Mack currently serves as chair of the Governor's Mental Health Diversion Council. He served on Governor Granholm's Michigan Mental Health Commission in 2004, the Michigan Partners in Crisis Public Policy Committee, and the Michigan Supreme Court Guardianship Task Force; he also served as president of the Michigan Probate Judges Association, chair of the Judicial Section of the State Bar of Michigan (SBM), chair of the Southeast Michigan Council of Governments, chair of the Oakwood Healthcare System, and president of the National Association of Regional Councils. Judge Mack is the author of the Conference of State Court Administrators' 2016-2017 policy paper, "Decriminalization of Mental Illness: Fixing a Broken System." He also wrote "Involuntary Treatment for the 21st Century," published in the "Quinnipiac Probate Law Journal" in 2008 and "Michigan's Mental Health Code Reforms," published in the "Texas Tech Law Review" in 2023. In 2022, Judge Mack received the Judge Stephen S. Goss Lifetime Achievement Award from the Judges and Psychiatrists Leadership Initiative, a program of the Justice Center of the Council of State Governments. In 2017, he received the Snyder-Kok Award from the Mental Health Association in Michigan, was named Judge of the Year by the Michigan Guardianship Association, and was named Advocate of the Year by the National Alliance on Mental Illness Michigan. In 2011, Judge Mack received the Frank J. Kelley Distinguished Public Service Award from the SBM and was also named one of 25 Leaders in the Law by "Michigan Lawyers Weekly." In 2010, he received the Treat Award for Excellence from the National College of Probate Judges, and in 1999, he received the Tom Bradley Leadership Award from the National Association of Regional Councils.
