A solo practitioner, Howard T. Spence practices in the areas of employment law and occupational licensing law. He is currently developing an arbitration practice and serves on neutral panels for the American Arbitration Association, the Financial Industry Regulatory Authority, the National Arbitration Forum, and the Michigan Employment Relations Commission arbitration and fact finder panels. Mr. Spence is a civil case mediator in Michigan and mediates for private businesses through the Conflict Resolution Diversity Initiative sponsored by Capital University Law School in Columbus, Ohio. A retired administrative law judge, he has also served in the state of Michigan as a deputy insurance commissioner, a personnel administrator, and a deputy director for policy for the Public Service Commission. Mr. Spence has served as an adjunct professor of law at Cooley Law School and as a faculty member of the University of Phoenix graduate business school. He holds a JD from the University of Michigan and an MPA from its Gerald Ford School for Public Policy, as well as an MBA and an MLIR from Michigan State University.
