Virginia M. Morgan is a U.S. magistrate judge, having been first appointed in 1985. Her work focuses on federal criminal and civil litigation with an emphasis on facilitated mediation and settlement. Previously, she was chief of general crimes and a trial lawyer with the U.S. attorney’s office and began her legal career as the first woman assistant prosecutor in Washtenaw County. Active with national and international judicial associations, Judge Morgan has made presentations to Russian judges and given judicial workshops in Serbia and Montenegro. She is a past national president of the Federal Magistrate Judges Association, a former member of the board of directors of the Federal Judicial Center, and a former member of the long range planning committee of the Judicial Conference of the United States. A fellow of the Michigan State Bar Foundation, Judge Morgan has served on various local, state, and national committees including the Ethics and United States Courts Committees of the State Bar of Michigan. She is the author of numerous articles and published opinions and regularly teaches new judges for the Federal Judicial Center in Washington DC.
